Our Management Team
Scott D. Allen
President of LifeServices Development Corporation, vice-president of LifeServices Management Corporation, and a
general partner in Whipple-Allen Real Estate. A graduate of the University of Pittsburgh with a degree in Civil Engineering and graduate work in Finance, Allen has been a professional engineer, developer, and
general contractor for over twenty years. Whipple-Allen Real Estate has developed over 500 units of housing for the elderly throughout Western Pennsylvania, and
owns and manages most of these units. Other development projects include market rate townhouses, a 78-unit condominium development, medical office facilities, and numerous commercial
office and warehouse complexes. Allen has been involved in the development and construction of 21 assisted living facilities over the past 9 years.
Timothy W. Coughlin
President of LifeServices Management Corporation and vice-president of LifeServices Development Corporation. A
graduate of Indiana University of Pennsylvania, Coughlin has been involved in the development of businesses and services exclusively for the elderly for over twenty years. Coughlin’s professional experiences
include the development of the Area Agency on Aging for Erie County, a community based system for the elderly that serves over 8,000 seniors today. Coughlin served as the Project Officer for the
development of Springhill Senior Living Community, a 163 unit Continuing Care Retirement Community in Erie, Pennsylvania. Responsibilities included arranging the market analysis,
assisting with financing, providing oversight on the design and construction, coordinating the marketing, opening the facility, and arranging management. Coughlin has obtained regulatory
approvals with the Pennsylvania Insurance Commission, the Pennsylvania Personal Care Facility Licensure Division, Department of Public Welfare, and a certificate of need for a 120
bed skilled care facility known as ForestView. Coughlin has been involved in the development, marketing, and management of 21 assisted living facilities since 1992.
